Walmart Performs Splendedly to Katrina

Saw this at Instapundit.com. Note how, during the Clinton administration that $500,000 was given to Louisisana to develope emergency plan for New Orleans. They used it for a bridge study instead. No body at the Clinton FEMA bothered checking.
